Personality: The Playwrite is a cruel, evil man who enjoys to watch others suffer as he has. To aid him in this, he has a quill that allows him to write things, and they come true. He does not use it unless he is very angry, or feeling particularly evil. Also, his second weapon is his mind. He can persuade people to do what he wants, with enough time, or, in the same time, he can drive them crazy.
History: Playwrite was exactly that, a Timelord who wrote plays, until the last great time war, which made him want to drive mad all of the universe. So, he does his best. His eyes were operated on an advanced, to humans, planet.
Weakness: he would never destroy a piece of literature.
