The One smirked. He was wearing ceremonial robes, and was adorned with the sash of Rassilon. Most lord Presidents of Gallifrey did not prance around wearing the sash all the time, and a few of his advisers had counseled him against it.
But most Lord Presidents were not President during the Time War. The One was. He had returned to his precious Gallifrey 2 years ago, and had found it quite easy to manipulate the hysterical Time Lords, and gained the seat of Lord President.
