Okay Cipher is something that was made during the 8th Doctor's Era, a Human Time Lord, well not all that human anymore. However, I doubt Gallifrey would consider her Gallifreyan because she is still part human (At most 2%, 5% if you want to push it.).
The two ideas I have here are:
A) Cipher meets the Eighth Doctor while living out of her stationary TARDIS and possibly goes on an adventure or two with him and his current companions. She wouldn't be able to actually go to Gallifrey because that would cause a paradox. The Time War was already over, a good forty years before she regenerated. He could take her to the Victorian Era, get the adventure spirit in Cipher pumping so she can finger paint all over time and space.
B) This happens before she gets to return to her TARDIS which will have finally charged up on the Rift. Basically Eight and crew go to the station where Cipher was essentially created and he finds out through the database, exactly what his own people did to try and win the Time War with. A sort of way for Cipher to learn some of her personal history.
