What is the time on earth in like the Torchwood threads right now? Like, what events have happened? Did the daleks already move earth and did the 456 already happen, and has miracle day started yet or what?

Depends on the thread. We have some threads dating back before Children of Earth aired (unless I'm imagining things again). So it all depends on the creator of the thread.
Sorry if that didn't quite answer your question... but y'know, this roleplay isn't really on a strict timeline.

It tends to vary by thread.
For the various Doctor boards, the assumption is that events in the series that hadn't happened in that incarnation's series haven't happened yet. So, for instance, Davros wouldn't exist in the First through Third Doctor's boards, the Time War hasn't happened until the Time War board, the Master is a smirking, dark-haired man with a goatee in the Third Doctor's board, and so forth.
Unless story demands require differently. There is no particular canon for the series, just a wibbly-wobbly timey-wimey ball of often-contradictory plotlines. (Quick! Were the Daleks heavily mutated Dals, a civilization of philosopher-scientist-poets forced into static electricity powered travel machines and warped by centuries of war, or were they the genetically-engineered descendents of the Kaleds, created by a madman? The right answer is, "what will make them more intersting villains in this thread?")
But, I digress.
Torchwood and Sarah Jane Adventures work in a fairly similar way, on a thread by thread basis. Has "Journey's End" or "Children of Earth" happened in Torchwood? Depends. Do you need one of them to have happened for your thread? Then that's the answer.
Ideally, the answer to "Has Children of Earth happened yet in this thread" should be answered by Captain Jack shouting "Can we talk about this after we deal with the Cyberape invasion from Parallel Earth 173-aleph? No offense, but I'm up to my rather fine butt in mechacapuchins right now, and I don't want to see Ianto getting wired in as the motherboard for their CyberKong war machine!"
