Species: Horrible little Kaled mutant monstrosity.

Physical Description: A loathsome blob of tentacles, faintly resembling an octopus. If an octopus had a distorted mockery of a human face and a brain barely contained by skin, that is.
Irkk owns several Mark VI "Renegade" Travel Machines. They are enameled black, as befits his rank, with gold trim on the gun boxes and gun mantle, the neck rings and struts, and on the dome.
The manipulator and gun mount arms are, as with all travel machines, modular. By preference, Irkk mounts a tripartate manipulator claw rather than the standard "plunger", and an electron shredder rather than the standard Mark 3 Exterminator.
Personality: First and foremost, Irkk is a Black Dalek. He was engineered in vitro to be superior to the common Dalek creature. He is ruthless, cunning, incisive, and a master of strategy.
He is also, like many Black Daleks, idiosyncratic. He studies the languages and cultures of other species. He has, for a Dalek, a highly developed appreciation for art and music. He understands politics. He believes that the Daleks are the superior life form in the universe, but he does not believe that this superiority exists simply because they are Daleks.
After the Time War, this idiosyncratic personality manifests itself in experiments. Art. Self-expression. Philosophy. His manner has become - again, for a Dalek - flamboyant.
But he is still a Black Dalek. And he dreams of Empire. Not the resurrected empire dreamed of by the Cult of Skaro, with their degenerate obsessions with the past, but a glorious new empire. An empire in which all life bends the knee before Irkk, the Golden Emperor of the Universe.
History: Before the Last Great Time War, Dalek Irkk was a Black Dalek in the service of the "Renegade" faction of Daleks. He was the mastermind behind multiple Dalek victories in the centuries leading up to the Time War, including the conquest of NGC 2903 (a barred spiral galaxy about 30 million light-years from Earth).
During the Dalek Civil War, his conditions of his birth placed him with the "Renegade" faction and in conflict with the Imperial Daleks. He was quite vocal in the councils of the Dalek Emperor about the importance of exterminating Davros himself, and then consolidating the Imperial Daleks under the rule of the true Emperor, but not so much so that he refused to wage war. He did not win that conflict for the Renegade faction single-plungeredly, but he (along with the other Black Daleks) was certainly an important element in that victory.
His unusual affinity for non-Dalek species caused the Dalek Emperor to name him as one of the ambassadors to the Archetryx Conference. As historians of the Time War know, that conference ended badly. Irkk is personally disgusted with the outcome, as it represents his first significant tactical failure ever.
During the Time War, Irkk was a ruthless as any Black Dalek. It was he that destroyed the homeworld of the Gelth (as a necessary side-effect of weaponizing the solar output of a starcluster), and who brought down the Carsenome Walls of the Greater Animus
Irkk escaped the end of the Time War by the simple expedient of actually listening to the information provided by his chief science officer, who had detected an abnormal temporal matrix building up around Gallifrey. When the Dalek Emperor refused to listen, Irkk ordered his battle saucer to make an emergency temporal jump moments before the Doctor activated the Moment and sealed the Time War behind a Time Lock forever.
The Battle Cruiser wandered after that, with Irkk and his crew taking on odd military jobs in a universe that only barely remembered the word "Dalek". He and his crew - with losses replaced when necessary by members of other species - wander the timelines and spacelanes as pirates and mercenaries, building strength and looking forward to the day when a new Dalek Empire will rise.
Additional medical information: Like all Daleks, Irkk is a potent (if focused) psychokinetic. He also really can't survive for very long outside of his travel machine, but anyone counting on that fact as a battle tactic would learn that a Dalek creature can live long enough
