Given the nature of the conflict that's being role-played here, I think it might benefit us to draft up some broad strokes of the phases of the Last Great Time War. Here's my proposal for the "official" phases. It comes from statements out of Doctor Who, elements of The War from The Book of the War, the things I've seen posted here so far, and my own imagination.
The idea, of course, is not to put a straitjacket on our role-playing. Instead, it is to give us some idea of what happens when (as much as the Time War can have causality defined that easily).
Here goes:
Phase One - The War Begins: The CyberChampions invade Gallifrey (The Doctor Arrives/The Battle of Karnak Fields). They are repulsed at a huge cost in lives and material. Gallifrey finds itself beseiged, shores up its defenses, scrambles to assemble a genuine military, and hunts for the root cause of the attack.
Phase Two - Counter-Attack: The Daleks are revealed as the true enemy, and Gallifrey goes on the offensive. Dalek colony worlds are scoured of life, as are numerous worlds allied to Gallifrey. The Battle of Arcadia is fought. Most of the conflict is still spatial in nature. First introduction of the regen-inf soldiers, primarily drawn from the "lesser races" allied to Gallifrey. Resurrection of the Master.
Phase Three - Time War: Gallifrey militarizes further. The first Type 90+ War TARDISes are born. The regen-inf soldiers become the standard line troops for Gallifrey. Acausal weapons become common, with each side attempting to destroy the other before they even enter the War.
Phase Four - "Hell itself breathes out contagion": The rising tide of escalation and the duration of the War (anywhere from 30 to 30,000 years relative, depending on which front you've been fighting in) has ground away what morality the Time Lords possessed. Dissatisfied with the progress of the War, the Time Lords resurrect Rassilon himself. "The Skaro Degradations, the Horde of Travesties, the Nightmare Child, the Could-Have-Been King with his army of Meanwhiles and Never-Weres" are all unleashed, along with greater horrors inconceivable to the "lesser races". The Daleks smash the Transduction Barrier and seize the Panopticon. The Master flees to the end of the Stelliferous Era. Rassilon prepares to invoke the Ultimate Sanction, destroying the universe to preserve the Time Lords as incorporeal intelligences. Utilizing the Moment, the Doctor locks the entire Time War away from the universe. Forever.
Phase Five - "Look Upon These My Works, Ye Mighty, And Despair": The War is over. The War was never fought. Gallifrey, the Daleks, the Time Lords, all are nothing more than legend. The last survivor limps away, a scarred and hollow man.
