First Body (age up to 417): Smallish, with black hair and a long, expressive face. He smiles a lot. Despite his reputation as "The Meddling Monk", he is far more likely to dress for the time period and culture he is visiting. It's just that monastic religious figures are allowed their eccentricities...
Second Body (after his first Regeneration, age 417 to 625): Tall, lean, brown haired and grey-eyed. Favors slacks and sport coats with turtleneck sweaters.
Third Body (after his second Regeneration, age 625 - 850): A stocky, green-eyed redhead. Dresses like a merchant marine, in heavy boots, dark breeches, a navy peacoat, and a black stocking cap. His hair goes to grey and he ages substantially while under the influence of his Chameleon Arch.
Fourth Body (after his third Regeneration, age 850+): An average looking athletic man, with auburn hair and brown eyes. He favors slacks, sport coats and polo shirts, and carries a cane with an ornate silver head.

The Meddler is full of big ideas and big schemes, and really embraces the idea of tampering with time as a way to improve the lot of civilizations he comes into contact with. He wears his emotions on his sleeve, and tends to be a poor judge of character.
Second Body (after his first Regeneration, age 417 to 625): Taciturn. His time trapped in the 11th Century CE on Earth, and then later on a nameless ice world has seemingly embittered him. He plays his thoughts and feelings close to his chest, and takes time to open up to others - the one exception being the speed with which he can be roused to anger by perceived injustices against the weak.
Third Body (after his second Regeneration, age 625 - 853): Bluff, hearty, and outgoing. He drinks hard, laughs hard, fights quickly, and forgives quickly. He is somewhat more subdued after the Time War, but remains affable and outgoing.
Fourth Body (after his third Regeneration, age 853+): Charming and superficially friendly, but with a subtle note in his voice that leaves you wondering if he's mocking you. The Meddler, reborn in pain and lost love, now keeps the universe itself at a distance.
History: Long ago, on a world now lost to the Spiral Politic, a young boy stared into the Untempered Schism. Some children go mad from the experience, while others run away. This particular child was inspired, driven by the inherent possibilities he saw writhing and coursing through the whole of the Vortex. In the Academy, that vision drove him. It was his muse and his obsession, and it proved to be his downfall. After graduation he began to push the boundaries of the Spiral Politic, exploring closer and closer to the extreme edges of Gallifrey's domains.
Far out on the edge of the Stelliferous Era, the young temporal engineer watched a civilization of living crystal orbiting one of the last stars of the universe. He listened to their songs of worship, he watched their rituals, and he beheld their final, fruitless struggles to sustain the life of the only sun that shone in their skies.
Numb and horrified, he watched the death of the universe's last civilization. Burying his true name and identity in a maze of paradox and contradiction, the Meddler left Gallifrey in a stolen Type 67 Mark IV TARDIS with a burning goal to uplift the other species of the universe to the level of the Time Lords, and to change the fate of the universe itself.
He's met with some failures, true, particularly when confronted by more self-righteous Time Lords. But he has had his successes as well (preventing the Second Atomic War between the European Axis and the Sino-Soviet Republic in 1957 and preventing John F. Kennedy from embroiling the United States in a war with the Silurian colony of Y'hai-nathlei in 1964, just to name two).
Like all the Renegades, he served in the Time War. His skills as a practical temporal engineer were put to use in acausal strikes against the Dalek Empire. He also developed the Time Lock that the Doctor eventually used to seal Gallifrey and the Time War away from the Spiral Politic forever.
Scarred by the events of the last great Time War, and his role in the effective destruction of his homeworld, he fled into the solace of forgetfulness by invoking the Chameleon Arch. For 30 years he lived in late 20th/early 21st Century CE Earth as Charles DeMêler, Vietnam War veteran. He married Patricia DeMêler (nee MIller) and owned his own electronic repair store in the Bay area of San Francisco.
Pat traveled with him for a year after he resumed his true identity as the Meddler in the wake of the Day of Ghosts invasion, looking for the man she loved in the Time Lord he had become. After his third regeneration at the "hands" of the Toclafane in Utopia, she could take it no longer and returned to Earth.
Now, alone in the universe and rejected by the woman he loved, the Meddler clings to the only thing that can give his life meaning - his untiring hope that he can uplift the rest of the Spiral Politic to the level of the now lost Time Lords, and change the fate of the universe itself.
Additional medical information Like all Time Lords, the Meddler grew a second heart during his first Regeneration.
Like all Time Lords, the Meddler is psychic. The inspiration he felt when he stared into the Untempered Schism has given him a strong sense of temporal motion. It's not precognition, not precisely. He can psychically watch the Vortex move and pick out probability lines. On Gallifrey, where true time is found, this talent is extremely limited - a second or two on the fly, perhaps as much as a minute with time and preparation. Elsewhere in the Spiral Politic it depends on how closely bound the locale is to Gallifrey.
The Meddler is also pretty much incapable of the telepathic communication that Time Lords take for granted. The steps he has taken to bury his true name and his true past in mazes of paradox mean that most telepathic communication refracts through a thousand fragmentary maybe-Meddlers and could-have-been-Meddlers. Enough power can get through, but most telepaths just feels a whirling void from his mind, and he typically only hears a faint sound at the bare edge of his perceptions.
He says he doesn't miss the telepathic communication. He says it a lot, when the subject comes up.
