Welcome to Tartarus, the hidden city governed exclusively by the Agency. Here the vast metropolis rests at the bottom of the ocean covered planet known as Enlandia.
Tartarus contains an intricate black market and also serves as a place where criminals and smugglers flee to when pursued by various galactic governments such as the Shadow Proclamation. That said, there are few problems with crime as The Agency enforces a strict code of conduct while in Tartarus in exchange for protection. Combat and Fighting is only allowed in specific areas designated for such actions and crimes such as theft and murder have nearly been eradicated.
