What he wouldn't do to gaze at stars again. From his precious, precious Gallifrey.
The Doctor. The Doctor and his motley harem of companions. Time and Time again, they thwarted him, and then the Doctor sealed Gallifrey inside the Time Lock, dooming his people. He killed them all. Not that The One hadn't attempted to overthrow Time Lord civilization himself, once or twice.
But the Doctor would pay. The Doctor would die.
He walked along an alley in Cardiff. Dirt and garbage were littered everywhere. His TARDIS had managed to track the Doctor's energy signature here, to Cardiff. He didn't know which incarnation it was, but did it really matter? One a murderer, always a murderer.
He fixed his shades and crept along. He'd been hiding on Earth for some 40 years, an escapee of the time war. He was now in his 8th incarnation. He had scraggly black hair, and shimmering blue eyes. He wore a white T-shirt and jeans. The T-shirt read "I'm with Stupid".Not really fitting in with 1996, but who cared if a few tourists went home babbling about a man in strange garb?
The One stopped at the edge of the ally. According to his sonic screwdriver, the Doctor's energy signature was right around this corner.

If he had had his druthers, the Timelord would be chilling in Hawaii or the Bahamas. However, he had received a message cube (he never got many of those) from a very dear, very old friend. Someone he had thought was long dead. Someone who should've been dead. The Supremacist. She was stuck somewhere in the sewers of Cardiff evidently, and still rocking the Timelord version of a pager.
By all practical applications of her timeline, she should've been six feet under by now. Besides, did he really want to do this? He was confused as to why he even bothered to ask himself this. When one was Alec Harrison, you were used to recieving- and accepting -requests for help. So there she was, and here he was going...
A newspaper sales-booth. Equipped with a shutter at the front and a door of course, wouldn't want anyone taking a peek inside... His Tardis had interesting ways of getting him back ever since the ordeal with the Angels. No matter how much he apologized, she simply wouldn't take a desirable form. Honestly, it's like she was depressed.
He gazed upon a sewer and remembered why he was here.
Alec trudged to the sewer, retrieving his screwdriver and opening the metal hatch and was about to jump inside when something caught his eye. More his mind's eye but it irked him either way. It was a man. Could've passed as normal, to anyone but a Timelord. He remembered how this particular Timelord settled mentally. How it felt to be in his presence. "Onri." he said a little too loudly. What a reunion this would be.

Even as The One's hand curled around the sleek Sontaran blaster that hung at his hip, he heard a voice behind him.
"Onri." The One froze. Onri. He hadn't been called by that name in a very, very long time. Years, decades, centuries even. And he felt the presence of an enemy. A very, very old enemy.
"Ioki." He spun around to face the other Time Lord. "So. You survived the Time War, eh, Ioki?"
Suddenly his Sonic screwdriver beeped. Pulling it out, he noticed two things. One, the doctor was getting father and farther to away. And two, There was another Time Lord nearby.
"Supremacist." he murmured.
He looked at Ioki again. "Just like old times, eh? You, me, and the Specialist."
The One glanced around the corner. The silhouette of a man stood far off in the distance.
"I have a Doctor to kill. But I think I can make some space for an old friend, hmm, Ioki?"

"Īoki." The One spun around to face the other Time Lord. "So. You survived the Time War, eh, Īoki?"
"Alec Harrison," he corrected, "And obviously." he spat the words, obviously not happy.
"Supremacist." he murmured.
She was why he was here in the first place. But Onri didn't know that.
He looked at Ioki again. "Just like old times, eh? You, me, and the Supremacist."
The One glanced around the corner. The silhouette of a man stood far off in the distance.
"I have a Doctor to kill. But I think I can make some space for an old friend, hmm, Ioki?"
Alec sighed. "This isn't the Academy, Onri, you can't go around doing as you please."
His hands were wrung behind his back. "I don't want to fight you. Don't make that mistake."

The One laughed, a short, startling burst of madness.
"Oh, but I can, and I do! All the world's a chessboard, and all the men and women merely pawns in my game! The game of time, and of space, and of reality it's very self! I am The One, and The One will you bow to him!"
"I have seen empires burn, and stars crumple, seen worlds drown, and seas blaze! I have watched world destroy world, man destroy man, life destroy life, for power, for lust, for greed. That is the way of the universe. And I am master of the universe!"
He was cackling now.
"And I kill who I want."
He aimed the blaster at Alec. Tension filled the air. Smiling maniacally, he shoved the blaster back in it's holder.
"Fortunately for you, the person I want to kill is the Doctor."
He drew his blaster again, and charged round the corner.
"All the people in the world are my pawns, to be used as I wish!"
He smiled. Today, the doctor dies.

Alec smiled sadly and tight-lipped. "You," he chuckled, "Are insane. I don't see any fools waiting on you hand and foot. Even I have a few staff on hand. I mean, they might consist of a brownie, a Nostrovite, and Sister of Mine," he added with a cheeky grin, "But my point is, I have people- which beat a gun and a lust for everyone to serve me any day."

The Timelord narrowed his eyes, then burst out laughing. "Oh-" Alec held in more laughs as best as he could, "Oh Onri you're a clown! No offense," another round of chuckles, "to you as a person, but I don't care what you've laid eyes on. I don't care who loomed you. You've never accomplished anything, and that makes you nothing. I may not be great, but at least I mean something to people."
"And I kill who I want."
Alec laid bored eyes on the gun. "Fine. Shoot me. See what it accomplishes. I'll regenerate. Maybe I won't. People will come after you. You won't survive them."
"Fortunately for you, the person I want to kill is the Doctor." Apparently, his threat had worked.
"All the people in the world are my pawns, to be used as I wish!"
Alec groaned irritably. "Prove it," he jabbed his finger at a women across the street, "You can't control anyone. You are not the decider of life and death. You can't kill her, I bet."
It was ridiculous, putting someone innocent in danger. But he knew the One couldn't resist showing off, and that was when he was weakest...

"Ha. You'd really risk another life over your own? And after the time War, at that? Just another name to add to the guilt list...Time Lord."
He raised his Sontaran blaster and took aim. He targeted the woman. She was about 60, with blonde hair and pale white skin.
"Nighty-night."
He pulled the trigger. A lance of glowing blue energy shot across the street and struck the woman. she crumpled, and the young girl at her side fell to he knees, shaking the woman.
"Grammy! Grammy!"
The One smiled coldly.
"Proof?" I am lord of Life and Death."

Flynn watched from a distance carefully he took the scoped, bolt action hunting rifle off his back, raised it to his shoulder took aim, and watched.
"Grammy! Grammy!"
Flynn scowled, he had be in this city for weeks taking care of it, he didn't like what he saw this evening as he patroled the roof tops, he lowers the beats of his twin hearts, inhaled, and exhaled, closed his eyes and opened them again. Then, he fired.

Even as the cocky, self-righteous smirk spread across his face, the bullet slammed into The One's first heart. He was thrown backwards, his Sontaran blaster flying out of his hand. He smashed into the brick wall a few feet away from where he had been standing.
A look of confusion spread across his face, his smirk vanishing as he noticed the bleeding wound where his left heart was, the cessation of two beating, pounding hearts, the faint gold glow already starting to consume his body.
"No. I don't want to go. I survived the Time War. The Ma'kallian rebellion. The fall of Gontria. The Daleks,. I survived the Daleks. This isn't fair. I don't deserve to end here, on this silly, backwater world." The glow deepened, it's bright lights lighting up the alley and almost obscuring The One's face and hands.
"No. NO! I don't deserve this! NOOO!!! I am The One! I need not die! I need not DIE!"
And then the golden glow erupted, it's light hurtling into the dark, cold Cardiff night.

Even as he was regenerating, Alec brought the One's head down against his knee. He felt rage, the girl's fear running through him and coming out in anger. "You... You are the Fallen! The Exiled! From now on you pull your own weight, no one's going to do it for you!"
He backed away, his Galifreyan curse running through his veins. "Thank you." he said.
He knew who had shot the One. He recognized the mental signature. How could he not?

The wound healed, and the blood dissipated. Alec attacked but the regenerating time lord didn't feel a thing. Beyond the haze, he heard the words.
"You... You are the Fallen! The Exiled! From now on you pull your own weight, no one's going to do it for you!"
The regeneration lights stopped a few minutes later. In the one's place lay a man with orange curls of air. He had shocking green eyes. suddenly, the man sprang to his feet.
"Ah. Hello there. The exiled hmm? Sounds fancy. Fallen. Very cool. iIlike. Yes. I likey likey."
The One grinned.
"Pleased to meet you, Mr Ioki. I'm The One. It seems I've managed to go off and reincarnate again. I quite like this one." He said, checking himself in the reflective metal of a nearby flickering lamppost. "Big ears though." he said, touching his ears.
He picked up his Sontaran blaster.
"Well, if you'll excuse me, Lives to ruin, world to burn, Doctors to kill. But before I go..."
The One's face darkened. "You may have exiled me. But from what? A dead race doomed to wander the stars for all eternity? Yes. Quite a punishment, that."

Flynn heard Alec's thoughts in his head, "Thank You." He closed his eyes again. "Don't thank me, if only I shot a few seconds faster, I could have saved that woman. Now, it won't bring her back, but it only seems fair to end this disgrace's life."
He takes aim again and pulls the trigger. A click.
"Drat, I'm out of ammo for my rifle, I have a pistol but it's pointless from here. perhaps we should haul his sorry but to Torchwood? Hang on, i'll be down in a few minutes, then we can decide whether to 'cap' or arrest his sorry buttocks. And lets forget our petty squabbles until he's dealt with, Alright?"

From his pocket he produced a small watch from his pocket. His thumb rested against the button.
"...From your Timelord status." He flipped it open. One touch from this, and the One's biology would be rewritten. "What a thousand sons would do," he began, "To gaze at the stars again."
Lunging forward, the fob watch contacted with Onri's shoulder.

The One's eyes shot open as his DNA was rewritten, as he changed from Time Lord to human.
"AHHHHGHHH!"
He sank to the ground in a heap, moaning in pain.
A second later, his eyes shot wide open. But they looked...different. Less crazy. More human.

Flynn stood a few feet away form the, now human, One, and aimed a pistol at the back of his head. His finger was on the trigger, ready to fire at any second, if he was lucky he wouldn't have to.
"Your name." He says through gritted teeth. "What is it?"
He glances at Alec briefly before returning his gaze back to The One.
"Tell me!" He demands, a scowl on his face once more. "Now!"
