Conditionally Approved Characters

Since Ten is going to be extremely busy for a while yet, I'm going to flex my muscles as a global moderator and conditionally approve some characters.

Now, you may be asking, what is conditional approval? It's essentially me saying "Yeah, that looks like a good character. Go ahead and start posting with that character, pending final approval from Ten."

The way I figure it, this lets people who have been waiting for a while get started role-playing. This also gives Ten some sample posts, in case she was on the fence about a character concept, to decide if she likes the character enough to formally give it the Whoniverse stamp of approval.

I won't be approving canon characters, though. That should be a matter for Ten to decide, or for all of the Doctors to vote on.
