Second thought, it might be Time Lord technology that the Tuatha Dé Danann used as a basis, but worked it out further into the thing her dad uses. One that can transport persons.

It's still...for me, it's still is too fantasy. Maybe if you created actual alien tech that explained the portals...but then again, how did she accidentally fall into one to begin with? or did I miss that?
I think the character is really interesting. I'm just having trouble with her in the whoniverse without more explanation.

I had a chat with Ten about this yesterday night. My conclusion is that her father uses a vortex manipulator that works remotely (It works basically like the vortex manipulator River gave Eleven, only it's Tuatha Dé technology, he took it from her mother's people). He planted a receiver within Sisi's skull through her ear when she was 10, he did that priorly to having her mother killed. That way he could decide when she'd fall through a vortex. She never fell through one by accident, he caused all of them.
The man wants to keep his control over his daughter, to keep her stupid. She doesn't know that her father is a Time Lord, she doesn't even know that race exists. She never encountered time/dimension travel outside of herself. She was never supposed to have been born and he certainly doesn't want the Time Lords to know she even exists. It's why he'd throw her to another world once every few years so it's hard to keep track of her, primarily when she was about to die so she'd escape death. He doesn't approve of her existence but he cannot allow her to die either for some reason, or he's changed his mind on why he wants to keep her alive.
Her dad is a villain, he enjoys causing her torment but is also ashamed of her existance. Only when she found the shifting silvers he panicked and slammed the other mirror on her, tearing the time fabric of that time corridor. Thinking she'd be trapped there he didn't think the corridor would tear and spit her out in Cardiff where there is a good chance she'd run into another Time Lord. The last thing he'd want.

At this point, I say we should just go ahead and approve the character. I think she's interesting, and fits in pretty well with Doctor Who.

okay...I will approve it...but as you rp along, a staff member may ask you to tone down some fantasy parts or whatever. Sorry it's taken so long to approve you. I've been busy...yes, part of that was my figuring out what I could do with the affiliations and stuff, but I just haven't been here much in the past week. I keep on having to stay later and later at my internship site -- either because clients need evening appointments or because I have to do phone calls for our intake person -- then I had two things on Saturday that took up my entire morning and evening....sigh.....I'm hoping that after this week things will calm down a bit.

It actually reminds me much of Steampunk while I was placing the base colors. Not enough scarves and filth to be pirate lol.

UPDATE 30/09/2011
Due to recent developments an update on Sisi's specs is in order:
Previously, Sisi was half Sidhe/Tuatha Dé Danann and half Chameleon-Arched human. The Time Lord DNA was still there, but dormant under the Chameleon Arched human DNA (Her sire was Xandavier, Time Lord). Only way the Time Lord properties bled through was in her healing, the healing energy that with normal Sidhe is either dependant on their element, with her it matched Time Lord's golden regeneration energy. It worked like regular healing energy, speeding up wound/injury recovery to immediate full heal. Her energy supply was limited though, and after big healing jobs she'd grow tired or even fall asleep on the spot, the only way for her body to recover the lost energy.
Recently, thanks to Sisi staring straight into the Schism, the Vortex from the Meddler's TARDIS doors, her Time Lord DNA got activated thanks to the physical stress it put on her mind. The Time Lord DNA awakened, overriding the human DNA completely. A regeneration of sorts was activated as the Time Lord strain bonded itself to the already existing Sidhe DNA with the help of vortex energy. Thus Sisi suddenly became a full Sidhe instead of a half breed, but with the extra Time Lord strain connected to it (regular Time Lords have it connected to the human DNA, see explanation of Melody Pond's DNA in "Great Man Goes To War episode").
Thus, a new species of Time Lord was created. She called herself the Dreamweaver.
Sisi's memories and personality retain the way she was, her true shape only became that of a Sidhe, multi dimensional. She constantly now needs to wear a glamour (a natural ability of the Sidhe), a perception filter of sorts so that other 'lesser' life forms can look and interact with her. Over time this will become a habit and she will do so automatically without effort.
Her abilities improved, some better then others; she has gotten a keener sense of smell, sound, sight, movement and sexuality but most noticeably a better sense of empathy. This causes the bond between her and the Meddler's TARDIS to grow even stronger, their communication free and without the need of a telepathic circuit all together now.
Thanks to her young age and upbringing outside of the Sidhe race she does not carry the moralities and common arrogance the Fae Courts have.
One more noticeable point is that thanks to her human DNA having disappeared, she stops ageing like one and has started ageing like a Sidhe. Sisi still cannot regenerate, the energy for it still stuck in the healing cycle. She can heal herself fast though, if she is concious and now has a vaster amount of energy to use. When she sleeps she still self heals, only the process can take several hours to days.
