Physical Description: Cecilė has blond hair that hangs in curls, her fringe is grown out to being non-existent and her hair is parted in the centre. She has arched eyebrows that are rather slim and slender. Her facial structure is feminine and long. The first thing noticeable about her is her smile. While pale, and generally plain, she still manages to keep in shape even when she eats at the most random times, and is often on the run.
Personality: Cilė is a hard worker, and rarely needs motivation to keep working. She is not all that shy, although she does prefer to keep to herself. Cecilė is very serious and believes in the saying work before play. Determination is one thing that she doesn't lack in, although at times sympathy is.
Not much of a people's person, she will not be afraid to tell when something upsets her, although she'll prefer to be working on her laptop.
She has simple hobbies outside of work. These include ice skating, listening to music, watching Eurovision Song Contest, as well as Eurovision Dance Contest. Not one to follow fashion, she'll be tempted to buy clothing that looks nice, and at the same time is comfortable. She believes in comfort over fashion, and is the type of person to tell the women of her team to change out of heels and put on flats, or trainers. She finds them impractical and not necessary as they prohibit natural walking.
History: Born 1984 August ninth, a little baby girl was welcomed into a family living in the LTSR. She grew up having a fairly normal life. Or at least as normal as one had during the Soviet times. By 1990, the Soviet Union had started to collapse and it was no longer the LTSR but the Republic of Lithuania.
Cecilė performed well in school, getting constant 9s and 10s on her report cards. By the time she reached University age, she had been accepted to the top schools in the country, although instead of Vilnius University, she chose to study at the second best, Kaunas University of Technology. In her free time she began cracking codes and passwords and taking in knowledge that was not supposed to be known to those out side of government parties.
She was generally in the top five percentage of her class, and eventually she was recruited by the government to help with coding, and to run the national governmental websites.
When Torchwood began operating in the Baltic States, she was one of the first Lithuanians to be a part of the group. The Lithuanian Torchwood branch works closely with it's closest sister branches, The Latvian and Estonian branches of the institute.
Although not as organised as other Torchwood groups, they run successfully and sometimes have to work between the three branches.
In current time, Cecilė has been looking into the United Kingdom and her life goal is to move and settle down. It's never been a dull day since she started working for Torchwood and she is second in command for the Lithuanian branch.

- Part of the Baltic branch of Torchwood. Within the Baltic branch are sub-branches for each of the three countries, Estonia, Latvia and Lithuania. Cecilė works for the Lithuanian branch, and sometimes will travel to help out the Latvian branch, although she has yet to go to Estonia.
- Interested in travelling when she gets out of Torchwood, she'd be more then likely to wind up in the UK and get dragged right back in.
