Cardiff, Wales United Kingdom December 24, 2012 1:07 p.m.The BBC news announcer cut into the rerun of "It's A Wonderful Life". "We take you now to Parliament, where Prime Minister David Cameron will be making an important announcement." The camera cut to the interior of the House of Lord, where the assembled dignitaries waited curiously. Men dressed in outlandish costumes of scarlet and white flanked the doors and the podium, holding weapons that seemed to have been cast from clear plastic and quartz. A buzzing rose from the assembled MPs that began to fall as the Prime Minister emerged, accompanied by a man in black with salt and pepper beard and hair. They stepped to the podium. "Let me thank the Speaker and the Honourable Members for returning. Important events have taken place in the past twenty-four hours, and it is right that Parliament be recalled to show that we present a united front." He paused, and looked up. "I have been in consultation with Her Majesty the Queen and with the Leader of the Opposition to determine our best response to the events that have taken place. We have all been in agreement." The Prime Minister paused, struggling with his emotions. "It is with a mixture of sorrow and of hope for the future, that I announce that as of 1 p.m. today, Her Majesty's government has signed a treaty making us the first nation of Earth to..." He struggled for words as the commotion in the hall rose. The man in black laid a gentle hand on his shoulder and gave him a sympathetic look. The Prime Minister stepped aside. "Honorable Speaker, Honorable Lords and Members, peoples of Great Britain and of the Earth, please attend carefully," the man in black said. "The message that follows is vital to the future of you all. Your world has long been the plaything of forces beyond your control. You have suffered invasions, existential threats, and even destruction. We have come to end that, and to ensure your safety." There was a rising buzz of conversation from the assembled Lords. He smiled. "AT 1 p.m. today, Great Britain was the first nation of Earth to become a Protectorate of Gallifrey." The buzz of conversation rose to an angry murmur. A pause. "I am the Master, Chancellary Castellan of Gallifrey. I will be overseeing the transition of your national governments to our rule. It is my intention to affect this with as little disruption as possible..." One of the Lords rose, gesticulating and furious. His words were not picked up by the camera, but his tone was clear enough. One of the men in crimson and white strode forward and touched the base of the Lord's skull. The Lord immediately relaxed, and was led away. The Master smiled.

Sarah Jane was in the room of course. Press member was her soft cover, but truly she'd been sent by fringes of her own government. It was the fringes she'd had to appeal to, seeings as the Gallifreyans converged on the government when they arrived. She'd had to call Jack.
She'd tracked the Aliens since their arrival of course. That was her job. Honestly, she greeted this last invasion with the same dread she would the Cybermen or the Daleks, regardless of their outward humanity. She recognized the Master and froze. She was shocked to realize it was his visage she had known all to well in her days with the Doctor. They were time looped, if it was him. She suspected so, for she knew his arrogant aspect all to well.
Sitting here now, seeing it all happen, it took all her nerve to stay put, to stay still. Not to call attention to herself. Oh, they didn't look like monsters, but they were. She hitches her jaw, turning on her mic and whispered electronically in Owen's ear.
"Owen. Don't do it. Don't even think about it. There are more of them then I thought and my field won't cover it. Don't even bat an eyelash. We're switching to plan B. Now. Regroup at my house in half an hour. Bring your good gear truck, friend, we're going to need toys."
She couldn't wait to find out what plan B was. She'd better start working on it.
As for the Master, she did not yet name him aloud, for she knew to say the name of something immortal was to capture it's attention. She stuck to the shadows way up in the back of the House.

ooc Other TW please join. =) He was alone. Owen volunteered to keep tabs on Sarah Jane. Jack was angry at Sarah for playing solo going after that spider alien. That’s when Owen started to build a wonderful relationship with Sarah Jane. He respected her. She was like a mother that he never had. They had gone through adventures. Owen had never reported them to Jack.
Sarah Jane kids were always helping Sarah Jane but Owen had chatted to the younglings not to get too involved with their mother adventures. He told them he will be there for her. They agreed. Than Owen had made the promise to what he asked. They agreed. This was something that shocked him. But they did warn him they will interfere when he and Sarah hands are full. He agreed that with them. He wondered, did Sarah Jane know why her kids are risking their young necks to help her.
The good new Owen was alive. He had allowed the Meddler to take him to some alien ship that was way far away that he had no idea. He had gone behind Jack’s back to do this. He was tired being dead. Now he was living back. The Weevils still do fear him, but, he had learned his lesson.
Inside the building, that’s where Owen was. With the help of Sarah Jane’s super brain computer had help Owen to be an undercover security officer. He was in the scene that unfolded before him. He was reaching for his gun and that moment Sarah Jane was telling not do anything. She was right. He was going to do something that was suicide. It was not worth to die. He wasn’t sure what they mean. Gallifreyean.
As people where freaking out, Owen slipped through the crowd and escape to his vehicle. As he was driving back to Torchwood, “Plan B….You did not mention Plan B…” he said. He added: “Plan B. It’s *&^%!” Steering the car through the traffic, Owen was trying to go fast. “Yea, I get the candy and the toys you be sure the kids stay tuck in their beds…And what about Jack? Ianto, Gwen, Toshiko and Jack are away on a mission and I do not know when they will be back. Are we going to save the world again?”

"Something doesn't seem right...this guy is bad news," Rebbeca muttered as she left the safety of her house and started towards Torchwood. Just to make sure she wasn't being paranoid, Rebbeca called up Owen, "Come on...pick up the phone..." As she drove, Rebbeca saw a few of the uniformed men from the telecast walking the streets. One of them held his hand out and the dark haired Torchwood member mentally groaned and pulled over. Phone still pressed to her ear, she rolled the window down and stuck her head out, "Sorry, is something wrong...sir?" The man looked her over and looked at the phone, "Ma'am...it is unsafe to drive while distracted." He then reached over, turned her phone off and stepped back. "My apologies. Welcomne to Earth," she said forcing a sweet smile and driving off. After he was out of sight, Rebbeca once more turned her phone on and dialed Owen.

Mr. Smith trawled the computer networks of the world, hunting information about the aliens.
Information about the Master was distressingly easy to come by - he'd pwned UNIT's 'secure' databases more than a year ago, granting himself root access by virtue of a tangled mess of spaghetti machine code in their OS kernel. But none of it made sense - even if you overlooked the 'fact' that he was dead (something contradicted by Sarah's date with the Time Lord last year), everything that was known about him agreed that he was a wanted criminal. He was on the run from Gallifrey. He wasn't a ranking government figure.
Still, Mr. Smith decided, that could change. The Time Lords were time travelers, after all.
Gallifrey itself was another problem. Information was sparse. He'd had to spend nearly ten minutes data mining UNIT's systems, and Torchwood's, and Majestic-12's, and the Laundry's (and that had been tricky; even now, he couldn't shake the feeling that they'd caught him), and even the Sluzhba Vneshney Razvedki - Vnezemnoi. These agencies, combined, had enough data to allow Mr. Smith to draw a conclusion with 87% certainty that Gallifrey had been destroyed at some point in the past.
So. A dead world was (peacefully, so far) invading Earth. And their troops were led by a dead notorious criminal from that dead world. This led Mr. Smith to several possible conclusions: 1. The rumors of Gallifrey's destruction were incorrect. Additionally, the rumors of the Master's death were incorrect. 2. Gallifrey had been destroyed. The Master was capitalizing on the reputation of the Time Lords to conquer the Earth. 3. Gallifrey had not been destroyed. 'The Master' is a title on Gallifrey, and his resemblance to the Master that had bedeviled UNIT in the Seventies was sheer coincidence. 4. some other species is trading on the reputation of Gallifrey, and they have allied with (or coopted, or suborned) the Master. 5. One or more governments and/or non-governmental entities of Earth are currently engaged in a massive and extremely well-hidden confidence game, attempting to unify the planet under their rule. 6. Hell is full, and the dead walk the Earth.
The idea of "Night of the Living Dead Time Lords" amused him for a full second. But clearly, he needed more data. It was not forthcoming, and he was unable to even locate the 'Gallifreyan' communcations network.
Hopefully, Sarah would return soon.

Owen had called her along the way. He was not coming back, needed elsewhere in the chaos to come.
Sarah Jane was on her own, for the moment.
Now she was leaning over Mr.Smith, reading that list again. The trick lay not in choosing the correct cause, but by finding the commonality of all the possibilities, and pulling the lynch pin.
The Maser. for it must be him. She knew him personally. Knew how he walked and talked and that damnable grin. And the way the decenter had wilted at his touch. Whether or not the Master was working independently, or was being puppeted, he was still the point that connected all possibilities.
'Perhaps hell is full and the dead walk the Earth' Indeed. She and Mr.Smith were going to have to have a little talk when this was all over. She still had goosebumps. Computers especially should not be so creepy.
And she knew him from his own future. Knew him to some depth. Sarah Jane drove straight for the tunnels that would take her into the underground of Buckingham Palace.
She parked a ways off, picked up her big back, and watched the entrance from a hillock with binoculars.

After reaching his voicemail twice, Rebecca gave up on Owen. She drove for a good fifteen minutes before she got an idea. Jack had given her the number for a woman named Sarah Jane. It was only for emergencies though and Rebbeca had never met the woman, but something in her gut told the Torchwood agent to call up Sarah. After a moments hesitation, she dialed the number, hoping Sarah would pick up.

There seemed to be no activity. That was the point of this hidden entrance. An no one without a Sonic was getting in. Sarah Jane happened to have one. Her phone went off, a sudden electronic noise in this place of dripping water and crickets.
She flipped onto her back, yanked out her phone before the second ring.
"Owen." It was a statement, not a question. She'd been a hair miffed when he'd had to leave her.

"Not quite. Is this Sarah Jane? Rebbeca, from Torchwood. I was actuallu calling you to find out if Owen was still with you." She felt a bit worried, since it seemed that Owen had left Sarah.

"Rebeca, Rebeca." She said softly, jarring her memory. "One of the new batch. I saw your resume go by. Yes. Rebeca. Tell me in the next 4 seconds where you went to high school, and we can talk." After Owen had been captured by the Catkind, Sarah Jane had been concerned about the security over at Torchwood.
"Anything else? If so make it march, young lady, I have my hands full."
She'd rolled back to her stomach, looking through the binoculars again. Still no movement. I just a moment or two, she was going to be making her way down that tunnel where there would be no phone reception.
The grasses were whipped around by the wind, and locks of her own dark hair were flying in front of her lenses, and she shook the dark, blown silk stuff out of her face.

Driving back, Owen had to pull over. The driver side of the SUV had a flat. Not thinking, he left his phone in the front seat. It was taking a while to change the tire. This was ridiculous because this supposed not to happen to people who are saving the world. It was flat tire after not on going to save the world.
He was cursing and yelling as he wasn’t sure how difficult it was not change the tire. He kicked it. It was tight and he did not want to risk hurting himself. He went to the front, he got the phone. He called Sarah. There was a wait, what the heck, he got her voice mail. “Sarah Jane, I have a flat. Don’t you go in yet,” he said. He hanged up. What are the chances she will listen to him? dang! He banged his fist on the hood of the SUV.

Her phone made a sound that made her hold it away from her ear and glance at the screen. It was Owen. Sarah Jane did some quick math about getting a fox, a hen, and some cheese accross a river in a tiny raft (while in a big hurry) and came up with this:
"Rebbeca, look, Owen's back in the loop. You two call each other and figure it out. Be where Jack needs you. Listen to Owen, and if follow me, assume they know you're coming. We might be up against something larger and more complex than you can possibly imagine. Or it all might be an elaborate ruse. Good luck kid." Sarah Jane rung off, not bothering to wait for a single word from the girl. She was not Torchwood's babysitter.
She was in her gray leather jacket and charcoal slacks. All the better to hide against concrete and the delicate marble of the Palace. A very carefully packed bag weighted down her shoulder. For once, she did not have her sonic on her, instead, simple lock picks she'd learned to use in the early years of her adventures on Earth. If they were Time Lords, surely, somehow they would know if she brought it here.
For now, she turned off her phone. Nearly forty years she has done this, and she has become quite sneaky. Sarah Jane nearly melts to shadow as she slips across to the entrance of the tunnel and it's heavy iron barred gate. It looked exactly like so many others. This one, however, was special. A couple of times a year, she used this to come play chess with Her Majesty. It was the only way to have a truly confidential discussion.
Taking one last careful look around her, she knelt and began working on the lock. As long as she was down there, she threw out a prayer to whomever was listening that her dear Owen kept his new found life in the hours to come. Secretly, she also prayed he would be by her side as she attempted to thwart this invasion by these new Lords of Time.

"It was Cardiff High. First year the school was attacked by weevils. I needed to talk to you-" Rebbeca was cut off by Sarah telling her that Owen was back in the loop, then a click. "O-kay?" After Sarah hung up, Becca tried Owen's cell again. When she recieved no answer, Becca simply decided to go to Sarah Jane's house and hoepfully get some answers. About half way to the woman's house, Rebbeca saw some of the strange guards from the broadcast cross the road out of nowhere. She swerved to avoi them and hit a lamp post in the process. Before she blacked out, Becca saw the guards look in her direction then vanish. She woke up about half an hour later, her forehead cut open, and a rather large bruise on her chest from the airbag. In a hurry, ignoring her throbbing headache, Becca got out of the car and started walking to Sarah Jane's house which was, thankfully, only about five minutes away.

She and Owen had an agreement about communicating. They might not always touch base every day about where the were and where they were going, but they always always left a note for each other on the kitchen counter. Just pen and paper. it was the perfect simple foil against being overheard in any electronic medium. Also, Luke had rigged the front door so that Mr.Smith could open it, and he was ordered to do so at the approach of any Torchwood Agent. This, simply, because she was tired of having her door broken down by the well intentioned, if over zealous anti-compatriots, Torchwood.
Dear Owen, As we agreed, I have returned to where we last parted. To find me, ask to see Her.
If you come, assume they will be aware of it. Follow Jack's plan. I'm going in deep, and under the perfect camouflage.

Still kneeling outside the tunnel, Sarah Jane tossed her hair back after the wind tossed it in her face, taking a moment to get a good look back over her shoulder at the deepening twilight and the harsh grasses turned to white edged silver by the moon. She'd turned over two tumblers in the large lock and was working on the third. They creaked disturbingly, heavy and old. She bent back to her task, gritting her teeth against the cold.
